If drivers paying at the four tunnels to Manhattan get a credit you may owe nothing or very little extra at all. I know that double-parking a truck is illegal in Midtown from First Ave. There were two challenges: one to reduce traffic congestion along bus routes, and one to predict and alleviate subway delays. I have a small car that only has 30K miles on it, so how much congestion am I causing? I know they’re working on some measures to make things more equitable (hopefully) but it’s just not fair for people living in area. About congestion pricing: I live in lower Manhattan, so if I go visit my in-laws in Philadelphia and return I would have to pay to come back to where I live! It doesn’t make sense and is not fair.
